Terms
These terms cover the use of businesscisurtcust.cc and the planning work of Cisurt Planning S.R.L. in Chișinău. They were last updated on 2 November 2026. The engagement letter, once you accept it, is the contract for a particular job and prevails over this page if the two differ on fee, date, or scope.

The studio and the site
Cisurt Planning S.R.L. works from Strada București 41, oficiul 3, MD-2012 Chișinău, Republic of Moldova. Telephone +373 22 917 648. Email [email protected]. The site at https://businesscisurtcust.cc describes the studio. It is not itself an offer that becomes a contract when you browse it. Notes on the site describe the shape of the work. They are not testimonials, and they are not a promise that a bank, a grant committee, or a partner will accept a plan.
The site is operated under the law of the Republic of Moldova, including the Civil Code (Codul civil nr. 1107/2002) for contracts, Law no. 284/2004 on electronic commerce (Legea nr. 284/2004 privind comerțul electronic) for information given by electronic means, and, where you are a consumer, Law no. 105/2003 on consumer protection (Legea nr. 105/2003 privind protecția consumatorilor). Personal data are handled as described in the privacy notice, under Law no. 195/2024.
A brief is not yet a job
You can write to [email protected], call +373 22 917 648, or use the brief on the contact page. That page opens a message in your own mail program. Sending a brief asks us to reply. It does not reserve a hall day and it does not start the working-day count.
We reply within two working days, Tuesday to Friday, Chișinău time. A message that arrives on Saturday is opened on Tuesday. The reply states the scope, the language of the files, the fee in EUR or MDL, the number of working days, and the figures we need before the count starts. You accept by writing back that you agree. That exchange is the engagement. Under Law 284/2004, information about the service can be given electronically, and we treat the accepted reply as the record.
If we cannot do the job, because the meeting is too close, because the work is legal or audit work rather than a plan, or because the files you already have need a different kind of help, the reply will say so and there is nothing to pay.
What the work is
A plan is a written document, usually between 18 and 40 pages, in PDF, written after the workbook. A model is an XLSX workbook with three cases, base, tight, and stretch, plus a short note where the engagement includes one. A review is an audit of a plan and a sheet you already have: marked files, a repaired workbook when the structure can be saved, and a list of questions the meeting is likely to ask. A full pack is the document, the workbook, and a short deck, usually between 9 and 14 slides, as PDF.
Calls are ninety minutes, from Room Linia or Room Sfatul at the studio, or from wherever you join. The hall day is four hours at the long table on a Tuesday or Thursday, six seats, with an A0 of the driver map plotted for that day. Remote work across Moldova and the European Union is the ordinary way the studio works. Coming to Chișinău is optional.
Working days are days the studio is open, Tuesday to Friday, plus a Monday only if the engagement letter names it. The count starts when the figures named in the reply are in our hands. If those figures arrive late, or change in a way that rebuilds a driver, the count pauses and we write to say by how many days. We do not silently extend.
The starting points we quote, confirmed again in each reply, are: a plan audit at 860 EUR and 8 working days; a workbook and a short note at 1,740 EUR and 11 working days; a full pack at 3,280 EUR and 23 working days; a hall day at 410 EUR on top. VAT is added on the factură fiscală when the Fiscal Code of the Republic of Moldova requires it. The currency is the one named in the reply.
Fees and invoices
Half the fee is invoiced when you accept the engagement. Half is invoiced when the final files are sent. A hall day booked with the pack is included in those two invoices. A hall day added later is invoiced when it is booked. We issue a factură fiscală from Cisurt Planning S.R.L. Payment details are on the invoice. Work on the second half of the files can wait if the first invoice is unpaid past the date it states.
If you stop the job after accepting, you owe the first half, and you owe a fair share of the second half for work already done, measured by the drivers already built and the pages already drafted. Files already sent stay with you only if the invoices that cover them are paid. We return or delete source material you sent, according to the privacy notice, except what the invoice record must keep.
Acceptance of the files
We send the final PDF and XLSX, and the deck if it is in scope, by email, or we hand them over in the hall. You have five working days to tell us about a mismatch with the engagement: a missing case, a language we did not agree, a meeting question the scope named and the files ignore. We correct that mismatch inside the remaining scope. A new decision, a new entity, or a new meeting is a new brief.
Silence after those five working days means the files are accepted for the purpose of the second invoice. It does not mean a bank has approved anything. We are not a party to your loan, your grant, or your partnership.
What we need from you
You are responsible for the figures you send. We build from them and we say in the document which of them came from you. If a number is an assumption, the document will call it an assumption. You confirm that you have the right to share the material, including any personal data inside it, and that sharing it with two planners in Chișinău for this job is allowed.
You make the people we need available for the calls named in the engagement. A missed call can be moved once inside the same week. A second miss pauses the count until the call happens. We do not interview your customers or your bank unless the engagement says so, and we do not hold ourselves out as your lawyer, auditor, or tax adviser.
Ownership and confidence
When the invoices for the job are paid, you own the document, the workbook, and the deck made for you. You may give them to your bank, your partner, or your lender. We keep the right to use the method: the three-case structure, the way a driver is pinned, the blank layout of an A0. We do not keep a right to publish your name, your numbers, or your files. Descriptions on this site stay at the level of district and trade, and they are written so they are not a client list.
We treat the figures as confidential for as long as we hold them, and for three years after deletion of the working copies, which follows the general limitation period in the Civil Code. The duty does not cover something that is already public, something we already knew without a duty of confidence, or something we must disclose to a court or to the Centrul Național pentru Protecția Datelor cu Caracter Personal.
You may not present our drafts as an audit opinion or as a valuation. The files say what they are: a plan, a model, or a review prepared by the studio for a meeting you named.
Liability
We do the work with the care of a planning studio, against the figures we are given and the decision named in the engagement. We do not guarantee that a loan will be granted, that a grant will be awarded, that a partner will sign, or that a forecast will occur. Forecasts in the workbook are calculations from drivers, not promises about the future.
If we are liable for a failure in the engagement, the liability is limited to the fees you paid for that engagement. This limit does not apply to liability that the law of the Republic of Moldova does not allow to be limited. We are not liable for loss of profit, a refused facility, or a decision made by a third party who read the files, except where that exclusion is not permitted.
Nothing on the site is investment advice, legal advice, or a tax opinion. Fees and VAT are described so you can see the shape of an invoice. Your own adviser should read the Fiscal Code against your situation.
Ending the work
Either of us can end an engagement by email if the other is in serious breach and does not fix it within ten working days of a written notice. You can also stop the job as described under fees. We can stop if continuing would require us to state something we do not believe the figures support. In that case we say why, we invoice only for work done, and we hand over the draft as it stands so you are not empty-handed.
If you are a consumer
If you are a natural person acting outside your trade, business, or profession, Law 105/2003 applies together with these terms. Before you accept, the reply gives you the identity of the studio, the address in Chișinău, the telephone, the email, the main characteristics of the pack, the fee, and the time. Where a withdrawal right applies to a distance contract and you ask us to start during that period, the engagement letter will say that starting, and finishing, the service affects that right, in the words the law requires. Most of our clients contract as companies. If that is not you, say so in the brief so the reply uses the right form.
Law, courts, and changes
These terms, and every engagement, are governed by the law of the Republic of Moldova. The courts of mun. Chișinău have jurisdiction. We do not require arbitration. If you are a consumer in the European Union, this choice of court does not take away a right you have to bring a claim in the courts of your place of residence where the law gives you that right.
The language of an engagement is the language of the letter you accept, English or Romanian. Russian-language files, where the meeting needs them, do not by themselves change the language of the contract unless the letter is written in Russian.
We may update these terms by posting a new dated version on this page. An update does not change an engagement already accepted, unless you agree in writing. The version you are reading is dated 2 November 2026.
